Jammu and Kashmir Reservation (Second Amendment) Bill Passed In Rajya Sabha

NEW DELHI: The Jammu and Kashmir Reservation (Second Amendment) Bill, 2019, was passed in Rajya Sabha on Monday. This Bill is to implement 10% Economically Weaker Section (EWS) quota in Jammu and Kashmir. Earlier today, Shah had moved the resolution to abolish Article 370 as well as the state reorganisation bill along with listed bills to extend the reservation for economically weaker sections in educational institutions and government jobs in Jammu and Kashmir. Shah had said the reservation bill will help provide economically weaker sections 10 per cent reservation in educational institutions and government jobs. This reservation will be besides existing reservation for SC, ST and OBC. The reservation will benefit people living along the International Border (IB) in Jammu and Kashmir will get benefits of reservation indirect recruitment, promotion and admission in professional courses on a par with those living along the Actual Line of Control (ALoC). It is said that reservation will also benefit about 3.5 lakh people living in 435 villages of the three districts -- Kathua, Samba and Jammu. The 10 per cent reservation to economically weaker sections was introduced in the country through the 103rd Constitution Amendment in January. This will be in addition to such reservation available in the central government jobs, it added. Home Minister Amit Shah on Monday had also moved a resolution in the Lok Sabha for bringing a bill to reorganise the state of Jammu and Kashmir into two union territories of Jammu and Kashmir, and Ladakh. Moving the resolution following the President's order abrogating Article 370, Shah sought the permission of the House to bring the bill. The BJP-led government, in keeping with a long-held electoral promise, abolished Article 370 and simultaneously moved a separate bill in the Rajya Sabha to bifurcate the state into two separate Union Territories of Jammu and Kashmir, and Ladakh.
